The Act of April 2, 1792, which established the first U.S. Mint in Philadelphia, laid down the rule that “upon one side of the coins, there shall be an impression emblematic of Liberty.” This rule accounts for the frequent appearance of the Goddess of Liberty on our coins which depict our proud devotion to freedom.
